Approval of Minutes for the City Council, Successor Agency to the Redevelopment Agency of the City of Corona, Corona Public Financing Authority, Corona Utility Authority, Corona Housing Authority City Council Meeting of February 5, 2025.

All items listed on the Consent Calendar are considered to be routine matters, status reports or documents covering previous City Council action.  The items listed on the Consent Calendar may be enacted in one motion.  With the concurrence of the City Council, a Council member or any person in attendance may request that an item be removed for further consideration.

APPROVING AN AMENDMENT TO THE GREEN RIVER RANCH SPECIFIC PLAN (SP00-001) TO CHANGE AND REORGANIZE THE LAND USE DESIGNATIONS AND MAKE CORRESPONDING REVISIONS TO THE MAPS, TABLES, ILLUSTRATIONS AND TEXT THROUGHOUT THE GREEN RIVER RANCH SPECIFIC PLAN (SPA2020-0006)

  • That the City Council adopt Resolution No. 2025-013, regarding County Service Area 152 and setting the Benefit Assessment Unit Rate for Fiscal Year 2026 for the City of Corona to fund the City’s National Pollutant Discharge Elimination System (NPDES) Permit Program.

  • That the City Council:

    1. Authorize an Exception to Competitive Bidding pursuant to Corona Municipal Code Section 3.08.140(C) that competitive bidding has been satisfied based upon the reasons provided in “Basis for Determination of Competitive Bidding” with Fritts Ford for the purchase of fifteen (15) new vehicles for the Police Department in the amount of $832,285.20.

    2. Authorize the City Manager, or his designee, to issue a purchase order to Fritts Ford in the amount of $832,285.20.

    3. Authorize the City Manager, or his designee, to issue a purchase order to Motorola Solutions, Inc., in the amount of $144,951.90 for the purchase of fifteen (15) police radios.

    4. Authorize an appropriation in the amount of $832,285.20 from the Fleet Replacement Fund 684 to the Vehicle Procurement Operating and Maintenance Project No. 68341 for the purchase of fifteen (15) vehicles for the Police Department.

    5. Authorize an appropriation in the amount of $498,960 from the Public Safety Reserve within Measure X Fund 120 to the Vehicle Procurement Operating and Maintenance Project No. 68341 for the purchase of fifteen (15) Motorola radios and vehicle upfit costs.
  • That the City Council:

    1. Approve the First Amendment to the Professional Services Agreement with IDS Group Inc. increasing the compensation by $868,512.50 for Fiscal Year 2025 and $289,509.50 for Fiscal Year 2026, for an aggregate total increase of $1,158,022 to provide Architectural Services for the South Mall Development
    2. Authorize the City Manager, or his designee, to execute the First Amendment to the Professional Services Agreement with IDS Group Inc. with a compensation amount of $2,718,512.50 for Fiscal Year 2025; $2,139,509.50 for Fiscal Year 2026; and \$1,850,000 for Fiscal Year 2027 and to negotiate and execute non-substantive extensions, change order, and amendments up to 10% of the agreement amount, as authorized in Corona Municipal Code Section 3.08.070(I).
    3. Authorize the City Manager, or his designee, to issue a change order to the on-call purchase order with IDS Group, (PO B250649) in the amount of $868,512.50.
    4. Authorize the City Manager, or his designee, to approve the appropriation of funds in order to execute the Agreement between the City of Corona and IDS Group Inc.
    5. Authorize an appropriation in the amount of $1,158,022 from the Measure X Fund 120 to the South Mall Acquisition/Agreement, Operations and Maintenance Project No. 79320.

  • That the City Council:

    1. Approve Zone Text Amendment 2024-0004, as recommended by the Planning and Housing Commission.

       

    2. Introduce, by title only, and waive full reading of consideration of Ordinance No. 3410, first reading of an ordinance amending Chapter 17.85 of Title 17 (Zoning) of the Corona Municipal Code to modify the regulations for accessory dwelling units pursuant to Senate Bill 1211 and Assembly Bill 2533.

The portion of the agenda is for Council discussion and action on staff reports and new topics that may not be routine status reports, or documents covering previous City Council action.

  • That the City Council provide direction to staff to prepare conceptual designs for a mixed-use development at the North Mall and entitle the properties

  • That the City Council provide direction on potential preservation options for the Corona Depot Building.

The portion of the agenda is for proposed ordinances presented for the City Council's consideration.

This portion of the agenda lists items from Commissions and Boards from the City Council, Commissioners, and Staff.
