Individuals wishing to address the City Council are requested to complete a speaker card available at the rear of the Council Chambers.  Please deliver the card to the City Clerk prior to the item being heard by the City Council or, for items not listed on the agenda, before the "Communications" section of the agenda is called.  Please observe a three-minute limit for communications and please note that the Communications section of the agenda is limited to items within the subject matter jurisdiction of the City Council that are not listed on the agenda.  Once called upon to speak, you are requested to state your name and city of residence for the record.

Approval of Minutes for the City Council, Successor Agency to the Redevelopment Agency of the City of Corona, Corona Public Financing Authority, Corona Utility Authority, Corona Housing Authority City Council Meeting of December 4, 2024.

All items listed on the Consent Calendar are considered to be routine matters, status reports or documents covering previous City Council action.  The items listed on the Consent Calendar may be enacted in one motion.  With the concurrence of the City Council, a Council member or any person in attendance may request that an item be removed for further consideration.

CITY COUNCIL ADOPTION OF ORDINANCE NO. 3406, SECOND READING OF AN ORDINANCE OF THE CITY OF CORONA, CALIFORNIA, AMENDING CHAPTER 16.21 OF THE CORONA MUNICIPAL CODE TO UPDATE THE WESTERN RIVERSIDE COUNTY TRANSPORTATION UNIFORM MITIGATION FEE (TUMF) PROGRAM AND RESOLUTION ADOPTING THE TUMF SCHEDULE APPLICABLE TO ALL DEVELOPMENTS IN THE CITY OF CORONA ACCORDING TO THE TUMF NEXUS STUDY 2024 UPDATE PREPARED BY THE WESTERN RIVERSIDE COUNCIL OF GOVERNMENTS

CITY COUNCIL ADOPTION OF ORDINANCE NO. 3407, SECOND READING OF AN ORDINANCE OF THE CITY OF CORONA, CALIFORNIA, APPROVING AN AMENDMENT TO THE DOWNTOWN REVITALIZATION SPECIFIC PLAN (SP98-01) TO COMPREHENSIVELY AMEND THE DEVELOPMENT STANDARDS, DESIGN GUIDELINES, AND PUBLIC STREETSCAPES FOR THE DOWNTOWN DISTRICT AND OTHER COMMERCIAL AND BUSINESS PARK DISTRICTS OF THE SPECIFIC PLAN; EXPAND THE BOUNDARY OF THE SPECIFIC PLAN, SOUTH OF THE SOUTHERLY PORTION OF GRAND BOULEVARD, TO INCLUDE EXISTING RESIDENTIAL PROPERTIES; REPLACE OUTDATED INFORMATION AND CHANGE THE APPEARANCE AND GRAPHICS OF THE SPECIFIC PLAN DOCUMENT 

  • That the City Council:

    1. Award Request for Proposals (RFP 24-076AH) titled Electric Capacity Impact Study – Solar and EV Charging to CLP Engineering, LLC for $113,460 and waive any and all minor irregularities in the bidding documents as submitted by said bidder.
    2. Authorize the City Manager, or his designee, to execute a Professional Services Agreement with CLP Engineering, LLC for $113,460, with an initial award period of December 4, 2024, through June 30, 2026, with one (1) additional one (1) option year renewal period, on an as-needed basis with no guaranteed usage.
    3. Authorize the City Manager, or his designee, to issue a purchase order to CLP Engineering, LLC for $113,460.
    4. Authorize the City Manager, or his designee, to negotiate and execute non-substantive changes, extensions, change orders, purchase orders, and amendments up to the amount authorized in the Corona Municipal Code Section 3.08.060(J), which is equivalent to 10% or $1.
  • That the City Council adopt Resolution 2024-107, approving the Renewable Energy Resources Procurement Plan, Compliance Period 4 (2021-2024) for the City of Corona Utilities Department.

  • That the City Council:

    1. Award Request for Proposals 24-042MB to Corrpro Companies, Inc. for System Assessment and Design Services.
    2. Approve the Professional Services Agreement with Corrpro Companies, Inc. of Santa Fe Springs, CA, $200,000 per fiscal year to perform Cathodic and Corrosion Protection System Assessment and Design Services.

    3. Authorize the City Manager, or his designee, to execute the Professional Services Agreement with Corrpro Companies, Inc., for a total contract of $200,000 per fiscal year for the initial contract term ending on June 30, 2025, with two (2) optional two (2) two-year extensions including the ability to negotiate and execute non-substantive changes and extensions, purchase orders and amendments up to $20,000 or 10% of the original contract amount.

    That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

  • That the City Council:

    1. Adopt Resolution No. 2024-002, approving and adopting a Recognized Obligation Payment Schedule for the period of July 1, 2025 through June 30, 2026 pursuant to Health and Safety Code Section 34177(o)(1).
    2. Adopt Resolution No. 2024-003, approving and adopting a Successor Agency Administrative Budget for the period of July 1, 2025 through June 30, 2026 pursuant to Health and Safety Code Section 34177(j).
  • That the City Council:

    1. Adopt the Plans and Specifications for the Citywide Storm Drain Catch Basin Filters, Capital Improvement Project No. ST-2023-06.
    2. Award Notice Inviting Bids 25-013CA to United Storm Water, Inc., the lowest responsive, responsible bidder, for the total bid amount of $249,200, and waive all minor irregularities in the bidding document as submitted by the said bidder.
    3. Approve the construction contract with United Storm Water, Inc. for the Citywide Storm Drain Catch Basin Filters, Capital Improvement Project No. ST-2023-06, in the amount of $249,200.
    4. Authorize the City Manager, or his designee, to execute the Construction Contract with United Storm Water, Inc. in the amount of $249,200, including any non-substantive extensions, change orders, purchase orders, and amendments up to an amount authorized by Corona Municipal Code Section which is equivalent to 10% or $24,920.
    5. Authorize an appropriation in the amount of $15,154 from the County Service Area 152 (NPDES) Fund 245 to the Citywide Storm Drain Catch Basin Filters, Capital Improvement Project No. ST-2023-06.
  • That the City Council:

    1. Accept the grant award from the Energy Efficiency and Conservation Block Grant Program in the amount of $197,940 for the purchase and installation of light-emitting diode street name signs.
    2. Authorize an appropriation and estimated revenue increase in the amount of $197,940 from the Energy Efficiency and Conservation Block Grant Program to the Public Works Grants/Agreement Fund 243 for the purchase and installation of light-emitting diode street name signs.
  • That the City Council:

    1. Approve budgetary adjustments, including funding reallocations and cash transfers, relating to the American Rescue Plan Act Projects as noted in the Analysis section.
    2. Authorize the City Manager, or his designee, to prepare and process any budgetary and cash transfers to ensure the American Rescue Plan Act obligation deadline is met.
  • That the City Council adopt Resolution No. 2024-114, appointing Karen Pervorse to a part-time, temporary “extra help” position of Human Resources Specialist and certifying that the appointment is necessary to fill a critically needed position sooner than 180 days.

  • That the City Council:

    1. Adopt the Corona Public Service Employees Association Memorandum of Understanding.
    2. Adopt the Corona Supervisors Association Memorandum of Understanding.
    3. Adopt the Corona Police Employees Association Memorandum of Understanding.
    4. Adopt the Corona Police Supervisors Association Memorandum of Understanding.
    5. Adopt the Corona Firefighters Association Memorandum of Understanding.
    6. Adopt Resolution No. 2024-116, governing compensation and benefits of non-represented Confidential Group employees.
    7. Adopt Resolution No. 2024-115, governing compensation and benefits of non-represented Management Group employees.
    8. Adopt Resolution No. 2024-118, governing compensation and benefits of non-represented Executive Group employees.
    9. Approve the Amended and Restated Employment Agreement for the City Manager.
    10. Approve the Amended and Restated Employment Agreement for the City Attorney/Legal & Risk Management Director.
    11. Adopt Resolution No. 2024-117, delegating its authority under Section 31.3(2)(H) of the Corona Firefighters Association IAFF Local # 3757 Memorandum of Understanding concerning disciplinary matters.
    12. Adopt Resolution No. 2024-112, adopting the City of Corona Position Library and Compensation Plan.

The portion of the agenda is for proposed ordinances presented for the City Council's consideration.

  • That the City Council introduce, by title only, and waive full reading of consideration of Ordinance No. 3408, the first reading of an ordinance adding Section 5.02.035 to Chapter 5.02 of the Corona Municipal Code to require an inspection by the Corona Fire Department prior to issuance of a business license to a business that will operate from a fixed location within the City and amending Section 5.02.100 to ensure if a business moves locations the application is referred back to the city official for an inspection.
